Unifying Heirs’ Property Efforts Across Texas
The Texas Heirs’ Property Coalition unifies fragmented efforts to drive policy reform and scale solutions that protect homeownership, stabilize communities, and preserve intergenerational wealth. Serving as the statewide backbone organization, we scale impact through strategic funding and expert advocacy.
A Statewide Solution for Texas Families
Heirs’ property issues threaten thousands of Texas families—especially in lower-income communities—with loss of wealth and housing instability. Despite early adoption of the UPHPA, statewide efforts remain under-resourced and disconnected. We unify fragmented efforts to support housing solutions, drive policy reform, and scale solutions that protect homeownership and stabilize communities.
Our Strategic Goals
-
Increasing clear title, homestead exemptions, and estate planning across Texas
-
Demonstrate impact through Social Return on Investment (SROI) analysis
-
Developing UPHPA recommendation to better support Texas Families
-
Strengthening local capacity via peer learning, technical assistance, and strategic funding
-
Centering community voice in strategy and implementation
-
Connecting statewide partners to share data, resources, and best practices
-
Positioning Texas as a national model for heirs' property reform

Texas Heirs' Property Coalition Survey
The Texas Heirs' Property Coalition is asking interested organizations to share information on their work to better understand the Heirs’ Property efforts across the state. Through this Survey, we aim to:
1. Identify organizations that are actively participating in or funding heirs property work in Texas
2. Begin learning about these organizations' approach and scope of heirs property work
3. Identify common goals and barriers
4. Invite participants to name the level at which they would like to engage with the coalition
